Can passenger cars be included in the subsidy category of "cars going to the countryside?"

Not long ago, the Ministry of Finance, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Commerce, the State Administration for Industry and Commerce and the General Administration of Quality Supervision, Inspection and Quarantine jointly issued the "Implementation Plan for Auto and Motorcycle to the Countryside". The plan clearly stipulates that from March 1st to December 31st, 2009, farmers can get a maximum subsidy of RMB 5,000 per vehicle for the purchase of light-duty trucks and mini-buses with a displacement of less than 1.3 liters.
