In order to curb low-level redundant construction, accelerate structural adjustment, and promote the healthy and sustainable development of the refractory industry, the Ministry of Industry and Information Technology promulgated the “Specifications for Refractory Industry Industry†(2014 version) (hereinafter referred to as “the “Specificationsâ€) on December 31, 2014. Requirement is made on the production layout, technology and equipment, quality management, clean production, energy conservation, consumption reduction and comprehensive utilization, safety production, occupational health and social responsibility, and supervision and management of the refractory production enterprises.
The code emphasizes that new refractories construction projects need to meet regulatory requirements. If existing companies and production lines do not meet the regulatory requirements, they must achieve the corrective measures. Similar to the "white list" of the steel industry, a list of refractories and production lines that meet the regulatory requirements is also implemented in the later period.
According to the specifications, the refractories project shall comprehensively consider the resources, energy, environmental capacity and market demand, and be consistent with the main functional area planning, industrial development planning, environmental protection planning and urban and rural planning of the project location, in line with the overall land use planning and land use standards. Controlling new production capacity, encouraging equal or reduced replacement, relying on existing refractories production enterprises, reorganizing and relocating to enter the park, carrying out technological transformation, promoting energy conservation and emission reduction, and producing and promoting amorphous refractories. Optimize the industrial structure and increase production concentration.
In fact, the “Several Opinions for Promoting the Healthy and Sustainable Development of the Refractory Industry†issued by the Ministry of Industry and Information Technology in early 2013 clearly required that by 2015, two to three internationally competitive enterprises be formed to create a number of new industrialized industrial demonstrations. The specification also requires that the quality of refractory raw materials and refractory products meet the corresponding national or industrial standards. The layout of the refractories factory site shall meet the requirements of the "General Design Specification for Industrial Enterprises" (GB50187) and "Hygienic Standards for Industrial Enterprise Design" (GBZ1). The factory area should adopt clean production technology, supporting the construction of kiln furnace flue gas dust removal, desulfurization, denitrification and other treatment devices, and the flue gas will be discharged after the treatment reaches the standard.
