There is also a large gap between the energy consumption of major products and the advanced level. On the other hand, China's energy production and transformation process can account for 11% of the total social energy consumption, and the resource recovery rate and conversion efficiency are also relatively low. The energy consumption of the four high-energy-consuming industries such as petrochemicals accounted for about 47% of the total energy consumption of the society, which became the focus of energy conservation. In addition, energy policy mechanisms, such as fiscal, tax, and financial policies that are conducive to energy conservation and emission reduction, are still not perfect.

Wu Hao said that China’s energy consumption will grow rapidly. By 2020, China’s energy consumption will reach 5.5 billion tons of standard coal, and in 2020 it will reach 7.5 billion tons of standard coal, equivalent to the current national consumption of OECD (Organization for Economic Co-operation and Development). In sum, the task of controlling total energy consumption is arduous. The current work plan for rationally controlling total energy consumption has been worked out, is being revised and improved, and will be submitted to the State Council for approval and implementation in order to achieve "double control" of energy consumption intensity and total amount.
