Recently, the Ministry of Transport announced the "Technical Conditions for the Safety of Operating Passenger Cars" (JT/T1094-2016, hereinafter referred to as "the 1094 Standard") and will begin implementation on April 1.

The implementation of the 1094 standard will significantly expand the range of applications for multiple active safety devices, including those that require a certain level of technical difficulty to be equipped with an electronic stability control system (ESC), an anti-lock braking device (ABS), and all Disc brakes shall be installed on the wheels; in addition, the passenger bus with a vehicle length of more than 9 meters shall be equipped with a lane departure warning system (LDWS) and an automatic emergency braking system (AEBS), and the front wheel shall be equipped with a flat tire emergency safety device. For these active safety devices, the 1094 standard reserves a transition period of 13 months or 25 months.

New markets, foreign capital, autonomous expertise

The reporter learned from the interviews with relevant persons of passenger cars and parts manufacturing companies that in China, for the above active safety devices, some of China's independent parts and components companies can provide, and some rely heavily on foreign brand suppliers.



“ESC was previously optional, and there are occasional requests for retrofitting by customers. The demand is very small.” Haiwei Bus technician Wang Xiaowei told the reporter, “Since the 25th month since the implementation of the 1094 standard, all new production buses have been To install ESC." This is undoubtedly a huge market growth, but almost certainly will be occupied by foreign brands. This reporter learned that there are companies in the country that produce ESCs, but they are used in batches by foreign companies, such as WABCO and Knorr. Wang Lei, head of the Futian Ouhui Bus Technology Center New Energy Institute, told reporters: “We may choose WABCO as an ESC supplier. The auto parts company has a weak foundation in ESC, and it is necessary to improve the technology. It will take some time."

The reporter learned from CEO Deng Bo of Suzhou Zhihua Automotive Electronics Co., Ltd. that the annual sales of domestic large passenger vehicles are about 100,000 vehicles, and the current assembly rate of LDWS and AEBS is about 5%. More than 9 meters of passenger buses now have an annual output of approximately 30,000 to 50,000 vehicles. After the implementation of the 1094 standard, the assembly volume of LDWS and AEBS in the front loading market will increase by approximately 10-fold.

However, the number of independent parts companies can be divided from these two markets, it is necessary to put a big question mark. Wang Xiaowei said: "At present, there is almost no AEBS supplier with independent brands. All suppliers of foreign brands can supply in batches. If domestic AEBS wants to catch up through the two-year transition period, it will be more difficult." Zhang Bing, Technical Director of Xi'an Jinlong, told reporters : "For AEBS and other active safety electronic devices, domestic companies have begun to do industrialization work, but relatively speaking, the technology of foreign-funded enterprises is more mature, our first choice is foreign brands."

Regarding burst emergency safety devices, disc brakes and ABS, relevant parties of passenger cars and parts manufacturing companies have stated that the technical level of independent enterprises can already meet the requirements. Dongfeng Fuyang Wagon Bus Technology Minister Yong Yong told reporters: "The domestic suppliers can provide emergency tire safety devices completely, and now the technology of independent enterprises is relatively mature." Tire emergency safety device manufacturer - Taisford Qi Yingjie, deputy general manager of (Beijing) Technology Development Co., Ltd., said: “In the front-loading market, the market share of our own brand has accounted for more than 85%.” Previous standards only required the installation of “extra large passenger cars and low-driving passenger cars”. The 1094 standard will expand its scope of installation to more than 9 meters in length for passenger buses. Qi Yingjie expects that the implementation of the 1094 standard will bring about 40% of the market growth, the company is planning to expand production capacity.

Chen Feng, general manager of Zhejiang Wanan Technology Co., Ltd., said that the ratio of domestic ABS and disc brakes has exceeded the foreign brands. He told reporters: "The imported ABS was very expensive in the past and the unit price was about 10,000 yuan. Later, with the mass production of domestic ABS, the prices of the two are now almost the same, such as ABS for pneumatic braking, and the price of imported products is now about 2,000 yuan.
