National Development and Reform Commission: will take four measures to promote pesticide management

From the information obtained at the 7th National Pesticide Exchange Conference held on October 30th, the National Development and Reform Commission will adopt four measures to improve access conditions for the pesticide industry.

Chen Shihai, director of the Industrial Development Department of the National Development and Reform Commission, said that the problem of “small and scattered” pesticide companies in China has not yet been fundamentally resolved and poses a threat to the health of the people and the environment. As the country pays more and more attention to food safety and environmental protection, especially the new concept of ecological civilization construction put forward by the party’s 17th National Congress, there is no doubt that more stringent requirements have been put forward for the development of the pesticide industry. To this end, the National Development and Reform Commission decided that four measures will be taken in the future to promote the further improvement of pesticide management.

First, it further raises the threshold for newly approved companies. Starting from March 1, 2008, the minimum requirements for the approval of registered capital for new pesticide companies will be increased to: 50 million yuan for original drug companies, and the investment scale shall not be less than 50 million yuan (excluding land use fees), of which the environmental protection investment shall be no less than 15% of investment scale; 30 million yuan for preparations (processing and compounding), investment of no less than 20 million yuan (excluding land use fees), and no less than 8% of investment in environmental protection investment; The company's approval will no longer accept the approval of the emulsifiable concentrate and microemulsion formulation processing enterprises. At the same time, it will be required to re-approve the production of new drugs for the preparation (processing and compounding) enterprises.

Second, the "Pesticide Enterprises Approval, Continuation of Appraisal Key Points (Revised)" will be issued, which will be further quantified in accordance with the requirements of the pesticide production management standards, and will be more operative and instructive. In the future, when pesticide companies are renamed and relocated, they will refer to the implementation of new assessment requirements.

Third, to further improve the company's continued approval. At present, there are still 1,154 pesticide companies in China that need to continue the approval review. In the future, through strict approval, those enterprises that do not have environmental protection facilities, can not meet the discharge standards, do not meet the requirements for safe production, produce highly toxic pesticides, and even manufacture and sell counterfeit products will be eliminated. . By strengthening the coordination and cooperation of pesticide permits and registration certificates, it is expected that 30% to 40% of companies will be eliminated because they cannot continue the approval.

Fourth, starting in 2008, the National Development and Reform Commission will compile the List of Pesticide Production Enterprises on an annual basis and accept supervision from the whole society. According to the "Pesticide Management Regulations," companies that are not on the list will be regarded as illegal businesses.
